If an applicant decides to unload a container after a condition check, weighing, or grading service is performed do we report it on the FGIS 938?
Answer: Yes, all containers are now considered export shipments as of May 1, 2013 due to the changes made in the tonnage fees. Therefore, whenever a shipper unloads a container after a condition check, weighing, or grading service is performed a domestic certificate must be issued. Also the inspection service must be reported on the FGIS 938. Show the country of destination as USA and leave the grade block empty (unless a grade was issue).
