In 2017, AMS hosted a series of stakeholder meetings for the three major livestock commodity groups - cattle and beef; swine and pork; and sheep, lamb, and imported lamb - to seek feedback on possible changes to improve the LMR market reporting program in advance of the next reauthorization of LMR. AMS used the feedback from these meetings as the basis for a report to Congress to promote an orderly reauthorization of LMR in 2020 (Report to Congress, Livestock Mandatory Reporting, 2018 (pdf)). Since these meetings, each commodity sector has experienced changes in production and marketing sectors that have the potential to impact the price discovery process and market transparency. Furthermore, the value of LMR information to stakeholders extends beyond pricing and is used for, but not limited to, policy analysis, establishing insurance contracts, settling futures contracts, determining indemnity loss payments, informing long and short-term production and marketing decisions.
To ensure the AMS Livestock Mandatory Reporting program continues to meet the needs of all stakeholders, AMS routinely seeks feedback on current marketing methods, challenges with reporting market information and possible revisions to the LMR program. These stakeholder meetings provide an opportunity for stakeholders to come together to openly discuss ways LMR reporting may be improved to meet the challenges evolving production and marketing practices and industry structural changes pose to market transparency and the price discovery process.
