Effective January 15, 2022, the European Union (EU) is implementing additional animal health requirements for products transiting the EU to third countries. The USDA Export Verification Program for Products Transiting the EU is a voluntary, user-fee service available to meat and poultry slaughter facilities to provide verification that meat and poultry meet the EU-transit animal health requirements. Neither further processors, nor fabricators or processors are required to meet the Program requirements. However, regarding processors, further processors, and fabricators, each will need to source product from the slaughter facility and that product must bear the following statement on the shipping documentation as outlined in the QAD 1015 procedure: “Product Meets EV Program Requirements for EU Transit” . The only type of meat and poultry facility required to meet the Program requirements are slaughter facilities. The AMS verification activities will be conducted on a fee-for-service basis, at the current hourly audit rate.
Meat and poultry slaughter facilities that intend to export products through the EU or supply other entities that will export through the EU must be approved in this program to obtain a transit certificate from FSIS. Audits for this program will be conducted off-site/virtually unless the applicant is approved for other EV programs, in which case verification may be conducted in conjunction with the other audits. Requirements for this program are outlined in the QAD 1015 Procedure- USDA EV Program for Products Transiting the EU, which can be accessed below under Additional Resources. Further requirements for product certification can be found in the FSIS Export Library.
To apply for this program, send copies of all relevant procedures, an email requesting service, and a completed LP-109 Application for Service to QAD.Auditservice@usda.gov.
